IC Legs Care for Vintage Arcade Equipment

I collect old arcade video games. One of my biggest problems is corrosion or discoloration on I/C legs. Much of the corrosion is right at the leg bend just outside of the chip body.

Some are socketed, and some are soldered to the pcb. What chemical or sequence of chemicals would help this problem without damaging or creeping into the I/C's; and what is the best method of application?
.....

Treat the contact surface with DeoxIT®, followed by DeoxIT® SHIELD. The applicator version (spray, wipes, pen or needle dispenser) you choose is based on whether there's an issue with potential over-spray. Some of the discoloration may not be removed, however, that's a superficial issue, and the integrity of the connection will be maintained.

First:
Apply DeoxIT® to the contact surface. If the surface is heavily oxidized, allow the product to remain on overnight, if possible. The next morning remove the contaminants lifted by the DeoxIT® and any excess solution with a clean lint-free swab or cloth.

SECOND:
Apply DeoxIT® SHIELD to the clean contact surface. This lubricates and seals the surface area against future oxidation and contamination for a fairly long period of time.

DeoxIT® SHIELD is ideal where high degrees of pollution (moisture/ humidity, sulfur, salts, acids, etc.) are present. The surface MUST BE THOROUGHLY CLEANED PRIOR to applying DeoxIT® SHIELD, or it will seal in the contaminants. , DeoxIT® SHIELD has 0% cleaning action.

NOTE:
